A report enters the archive with enough context to help readers distinguish institutional evidence from advocacy, forecasting and recommendation.
Issuer and mandate
Identify who commissioned and published the document, the institution’s statutory or policy role, and the audience it was written to influence.
Date, jurisdiction and version
Policy documents age quickly. Record the governing jurisdiction, publication date, edition, consultation stage and any later correction or replacement.
Data and assumptions
Check definitions, sample, period, model, comparison group, data limitations and whether underlying material can be independently examined.
Evidence and recommendation
Separate measured findings from projections, normative judgments and proposed actions. A persuasive recommendation is not itself a verified outcome.
Funding and competing interests
Consider sponsorship, institutional incentives, declared interests, dissenting views and credible research reaching a different conclusion.
Corrections and archival continuity
Prefer stable official links, retain citation details and note when a report is withdrawn, superseded, corrected or moved to a new repository.
